If the fuel tank can easily be filled with the vapor line removed from the charcoal canister, reconnect the vapor line and remove the other lines from the charcoal canister and see if the fuel tank can be easily filled. 3. SYMPTOM/CONDITION Loss of power steering assist and occurs when driving through deep snow or standing water. Snow or rain can enter the engine compartment from underneath the vehicle and force the serpentine belt off of the idler pulley. DIAGNOSIS Visually inspect the serpentine belt and idler pulley to determine if mis-alignment exists (If the serpentine belt is off the pulleys install the serpentine belt). Remove components from inside the canister. Perform a quick inventory to insure all parts are there. Using the wrench or socket remove the 2 bolts holding the plywood packaging supports on the ends of the canister. Discard plywood packaging supports and bolts. Locate the rail guide bolts in the hardware pack and install them in the two holes where the packaging bolts and plywood were just removed. Repeat on both ends of the canister.
